How do I know it's not a House Finch (they look very similar)? 

His song. I checked my recording of this guy's song against the House and Purple Finch songs on the Merlin Bird ID app (quite useful). Definitely the Purple Finch song.

For those unfamiliar with the Merlin app, it's produced by Cornell University and is a great resource for birdwatchers or those interested in our local avian friends. You can identify birds by sound or by photograph. I've used it to identify the calls of a family of Merlins in the Echo Lake neighborhood. I also find that being able to identify a bird by sound makes it easier to know what to look for in making a visual identification like I did in first hearing, and then seeing, a Cooper's Hawk near the elementary school. I definitely second Gloria's recommendation
