Neighbors in Richmond Beach were more than startled Thursday when an elderly neighbor came down the hill, missed the brake, hit the gas, and ended up in a laurel hedge at the corner of 21st Pl and 21st Ave. There were no injuries.

"when an elderly neighbor came down the hill." A driver hit the gas instead of the brake. You imply it was because of old age. Had the driver been a double-amputee or a dyslexic, would you have stated that?
This is why we need to have tests to demonstrate competence after a certain age.
How about making the certain age 16!
