This meeting is open to the public, under the provisions of the Open Public Meetings Act. This article should say so. The remark about "no public comment" and "subcommittee" may lead readers to mistakenly conclude that such meetings are not open to the public, but this is not so. In the past, the City of Shoreline has tried to keep the public away from interviews such as this, in the interest of protecting the privacy of applicants. However, these are volunteer positions, and applicants have no grounds for such protection.
Although the City Council has apparently chosen not to allow public comment at this meeting (which is their prerogative), the meeting is nevertheless covered by the Washington State Open Public Meetings Act. All meetings by the City Council and any of its subcommittees are subject to the provisions of the act. Most of these meetings are required to be open to the public. Some kinds of meetings are exempt from the open meeting requirement, and are called Executive Sessions. Such exemptions include discussions of property acquisition, litigation and potential litigation, employee performance appraisal, and more than a dozen others. These exemptions
These exemptions do not include subcommittee meetings to interview volunteers.
