Shoreline City Councilman Will Hall says he is campaigning for election to County Council

Shoreline City Councilman Will Hall says that he is campaigning for election in the fall to the King County Council position that Bob Ferguson now holds. Hall also is an applicant to fill the last few months of the term that Ferguson will leave in January to become state attorney general.
Hall is one of 13 applicants for appointment to fill the vacancy and one of three who have registered with the State Public Disclosure Commission as candidates for the full term that begins after the November, 2013, election, along with Democratic 32nd District State Rep. Cindy Ryu and Seattle attorney Rod Dembowski.
Registration with the PDC allows candidates to raise and spend money for a campaign.
Dembowski said Tuesday that he plans to run for the full term whether he wins appointment for the vacancy or not.
Hall said Wednesday that if he doesn’t get the appointment, he would re-evaluate whether to run for the County Council position or to seek a second four-year term on the City Council.
Hall also has registered with the PDC as a candidate for Shoreline City Council.
Candidates file in May for positions on the August primary or November general-election ballot. Non-partisan positions on both the City and County councils appear on the primary ballot only when three or more candidates file for a position. Any position with only one or two candidates appears only on the general-election ballot.
Hall also said, “If appointed to the King County Council, I will immediately resign from the Shoreline City Council and from my day job so that I can dedicate 100 percent of my attention to serving the people of King County.
"There is a lot of serious, hard work to do on the County Council. I would not want to have any distractions or potential conflicts with any other priorities”
Hall’s day job is as a legislative analyst for Snohomish County.
A 13-member advisory committee will forward the names of qualified applicants to County Executive Dow Constantine by Dec. 21. Constantine will nominate three candidates by Jan. 16. The eight remaining Council members have until March 17 to make the appointment from the three nominees. If five Council members don’t agree on a candidate, Gov-elect Jay Inslee will make the appointment from among the three finalists.
The appointee would represent Council District 1, which includes Shoreline, Lake Forest Park, Kenmore, Woodinville, Bothell, part of Kirkland, unincorporated areas between Bothell and Kirkland, and part of north Seattle. The appointment would last through certification of the November 2013 general election.
If Hall does win the appointment to the County Council, State law would allow him to serve the remainder of his term on the City Council. The law allows someone to serve in two elective public offices as long as at least one is a part-time position.
State law would prevent Hall from running for both the City Council and County Council positions in the same year.
A Hall resignation from the City Council would create a vacancy for which the Council would appoint someone after seeking applications from Shoreline residents. That appointee also would serve through certification of the November election.

Rep Cindy Ryu is also mounting a strong campaign for the County Council appointment as well as readying for the long term campaign for November if necessary. She held a Kick-off event this week with over 60 supporters attending. She's raised a significant amount of funds already.
Ryu has gathered a long list of endorsements from fellow legislators and other elected officials as well as many neighbors and policy makers. She has set up a website and is looking forward to speaking to everyone interested in her campaign and important issues.

Meanwhile she is also preparing for the legislative session and has been appointed to committees and is working on upcoming legislation and budget issues.
Rep Ryu was first elected in 2009 and re-elected to a second term this fall. Her district now includes Seattle, Lynnwood and Edmonds along with all of Shoreline. Before redistricting she represented a large portion of the Council District 1, including Lake Forest Park, Kenmore and parts of Kirkland and Bothell. And of course, before that she served as a Shoreline City Councilmember and was elected by the Council as the first Korean-American Woman Mayor in America.
It seems that Janet Way somehow missed that this article wasn't about Cindy Ryu. How unfortunate that she had to endorse her candidate as a 'comment' to the article on Mr. Hall, however she did help me decide which one of the two to support. Was this an exercise in reverse psychology?
This waa follow-up to my previous post on candidate Dembowski's efforts. I asked both Councilman Hall and Rep. Ryu for a respose but got a reply only from Councilman Hall.
The most recent State Public Disclosure Commission reports show that Dembowski has reported raising $51,603 for a 2013 campaign for county council to none yet reported for Hall or Ryu. None of the other candidates have registered with the PDC.

She's now within the window before, during and after the legislative session when state officials are barred from fundraising.
