Construction of the 3rd Mile of Aurora - clarifications

After our article about the possibility of the City of Shoreline losing some of the funding for the B.A.T. lane for the last stretch of Aurora, (see article), there were questions from readers about contracts and funding. I asked Aurora Corridor Project Manager Kirk McKinley to provide some detail about the project and his response follows. [Editor}
“There are currently two active and fully funded projects on Aurora.
"These include 165th to 185th, scheduled for completion in the summer of 2011, and 185th to 192nd on which a contract was just awarded for construction.
"The construction on that segment will begin in January 2011 and will be completed in early 2012.
"The Regional Mobility Grant that was mentioned in the Shoreline News Article was for funding of the last 13 blocks of the project, from 192nd to 205th. This section is still short on funding, and the $6.3 million would have been a welcome contribution to completing the corridor project.
"Overall, the City contribution on the Aurora project and the Interurban Trail project has been in the 10 – 11% range, while grants or other non-city funding programs have funded the remainder. This is an incredible leveraging of resources to be able to build these projects at 11 cents on the dollar of City funding.”

In the Prop 1 election, the city was called on the carpet for directing operations funds into the capital fund, is that what they are proposing to do again? The leveraging of funds, is that city staff double speak?
The city claimed they required restoration of the property tax to $1.48 in order to maintain services, but people have not paid attention, the staff has not used their budget increase to replenish the reserve funds that they have depleted. So does that mean they are going to raid the operating funds in order to get the funding for the BAT lane and make human services funding pay for poor staff planning in order to pay for capital funds?
